How do the House of Commons and the House of Lords function?

A. The House of Commons consists of 646 MPs each elected to represent a constituency. They debate issues prior to legislation being put into law. Historically the House of Lords consisted of mainly hereditary peers whose function was to review proposed legislation and put any amendments back to the House of Commons. This function was carried out dutifully and ensured that any policies that were not in the best interests of the country were referred back to the commons for further consideration.
